A closer look at the Community Action Program

Coulee CAP helps communities of the Coulee Region develop resources and opportunities for local citizens. CAP also provides helpful tools and resources to low-income people. These help to meet needs and develop self-confidence and self-sufficiency. Coulee CAP serves Crawford, La Crosse, Monroe, and Vernon counties. Their Executive Director is Grace Sierer, (608)634-7366.
This article briefly describes opportunities and services available through CAP to residents of Crawford County. If the Crawford County CAP Office does not offer a service you need, staff may be able to refer you to another agency or service for help.

Bargain Boutique
The Bargain Boutique accepts (seasonal) clothing, furniture, appliances, and other household donations for resale and assisting the needy and fire victims. The service is provided by the Thrift Shop Coordinator and dedicated volunteers. Volunteers are always welcome. Store hours are 9 a.m. - 5 p.m. Monday - Saturday. Donations accepted during regular business hours - no appointment necessary. Contribution can be tax deductible (even old working appliances) For more information contact Nadine Lee, 608-326-2463.
Emergency Food Pantry
This program operates to provide food to residents with an emergency need who qualify within the income guidelines. The Emergency Food Assistance Program (TEFAP) supplements the food pantry. Residents with an emergency need may access the food pantry once per month at the Bargain Boutique, Monday - Friday, 9 a.m. - 5 p.m. Contributions from businesses and individuals can be tax deductible.For more information contact Nadine Lee, 608-326-2463.
Energy Assistance Program
This program helps you pay for the cost of heating your home. This is a one-time benefit payment for each heating season (Oct. 1 - May 15). It is intended to help you pay a portion of your heating costs. It is not intended to cover the entire annual cost of heating your home. Households with low to moderate income are eligible. Applications are accepted from Oct. 1 - May 15 for fuel benefits. Clients who are eligible can apply for weatherization and pro-active assistance year round. Job & Business Development
This program offers assistance for business start-ups and continuing business management. The purpose is to assist low-moderate income clients and entrepreneurs to reach their business goals through improved management, organization, and operation. Learn & Grow Program
This program provides low-income residents of Crawford County with opportunities to learn about nutrition and skills to grow and preserve fresh foods for their families. Participants may be able to receive seeds and plants to start a garden, and will have access to equipment and supplies to can and freeze fresh foods. Rehabilitation Program
The HOME Improvement Program is a homeowner rehab program. Homes must be in need of rehab work and not meet Housing Quality Standards. For more information contact Karri Yttri, 608-634-7382 or 608-823-7760.
Transitional Housing
The ABC and New Way Transitional Housing programs provide transitional housing to homeless individuals/households who are leaving shelters or have no place to live. The Young Adults in Transition program provides transitional housing for homeless young adults to help them regain self-sufficiency. All transitional housing participants may remain in the program for up to two years. While in the program, all participants work with a Case Manager to move toward independence and self-sufficiency. Weatherization Program
This program provides weatherization services to reduce energy costs for income eligible individuals and families. An auditor will visit the home and determine measures to make the home more energy efficient. For more information contact Sharon Pederson, 608-634-7379.
